Why this gives you an edge
Overview
EU ETS Scenario Desk
Four forces move the EUA price together: the supply/demand balance, policy, financial positioning, and cross-fuel economics, and the Scenario Desk reads all of them. A bottom-up supply/demand model integrates the balance with fuel-switching dispatch; a probability-weighted reform tracker absorbs policy continuously; a calibrated price framework folds in contango of the futures curve, positioning, open interest and macro signals. The output is a daily fair value with an explicit error band and an UNDER / OVER / FAIR signal.
The balance refreshes weekly and re-runs ad-hoc on bigger policy events; the fair value updates daily as positioning, the curve and macro signals move.
02 · Delivers
What the desk delivers
01 · Output
A live picture of EU ETS policy
Continuous monitoring across news, the Commission, the Parliament, member-state governments and the actors who matter. Anything that could move a reform probability lands in the queue within the hour. A weighted relevance filter surfaces the policy-moving items; an analyst sense-checks every actionable alert before the model re-runs.
02 · Output
A continuously updated reform view
31 political actors × 36 reform elements tracked. Probabilities computed by formula: P = Σ (Weight × Score). The model refreshes weekly, with ad-hoc re-runs on bigger policy events.
03 · Output
Numbers, not narrative
Every probability change feeds the fundamental S/D model automatically. The model decides what is material; the dashboard shows what moved and by how much, threshold-gated so noise stays in the changelog.
04 · Output
A fair value to trade against
The same balance trajectory anchors a calibrated price framework. Daily UNDER / OVER / FAIR signal with a horizon of 63 trading days: the desk's headline number.
03 · Loop
How it works
The Scenario Desk runs as a loop: six steps that turn raw signals into model updates and dashboard changes, with every signal either incorporated or explicitly dismissed.

Step 01
Source collection (automated, hourly)
A dedicated monitoring agent sweeps the EU ETS policy landscape every hour across four channel types.
Step 02
Filter & classify (automated)
A weighted relevance filter strips ~90% of noise. An LLM classifier scores the rest for policy relevance and signal strength, then splits them into two streams.
Step 03
Human-in-the-loop (gatekeeper + sense check)
An analyst sense-checks each flagged alert before the model runs, and cross-checks the output afterwards. The methodology produces the numbers; the human verifies they make sense before publication.
Step 04
Probability update (systematic)
Affected reform elements get a fresh weighted probability across 31 political actors. Formula-driven, audit-trailed: no analyst guesswork.
Step 05
Model run (determines impact)
The fundamental S/D model refreshes weekly and re-runs ad-hoc on bigger policy events. New TNAC, balance and supply/demand numbers come out; the delta vs the previous run drives the publication threshold.
Step 06
Dashboard publish (threshold-gated)
Model output is compared to the previous run. What gets published depends on how much the numbers actually moved: from silent changelog entries to prominent NEW banners.
AI classification splits into two streams
Stream A
Actionable signal
Policy moves, legislative proposals, summit outcomes, voting shifts: anything that could change a reform probability.
→ Triggers the model run
Stream B
Context & positioning
Think tank reports, lobby statements, analyst commentary, political shifts: the picture, not the trigger.
→ Voices & Context tab
Stream A: actionable signals only
Loop
Then back to step 1. Monitoring runs continuously; the model refreshes weekly with ad-hoc re-runs on bigger policy events. Every signal is captured: nothing falls through the cracks.
04 · Balance
From probability to balance
Reform probabilities are weighted scores across the actors who actually decide: formula-driven, audit-trailed, revised on evidence. They feed straight into the fundamental supply/demand model, which is a bottom-up, installation-level forecast on both sides. Demand and supply built up from the individual installations, not split into broad sector buckets.
Model
Demand · installation-level
- Power & heat: unit-level generation stack, fuel-switching dispatch, coal floor, CHP scaler, weather and renewables overlay.
- Industry: bottom-up at installation level.
- Aviation: EUROCONTROL flight movements.
- Maritime: built on our daily maritime emissions tracking (trade lanes × efficiency × ETS scope).
Model
Supply · installation-level
- Cap: LRF from the ETS Directive.
- Free allocation: installation-level with BM, AL, CBAM, CLEF, conditionality.
- Auctions: residual after all deductions.
- MSR: 24% intake, Sep–Aug cycle.
The model is wired into a daily emissions feed from the CarbonInsight API (23 activity types plus power by fuel, T+1) via a year-on-year growth bridge. Current-year emissions aren't a stale forecast: they're an API-informed estimate reflecting what's actually happening on the ground, not what was expected six months ago.
05 · Fair value
From balance to fair value
The balance is the thing you trade. We translate it into a daily fair value using a calibrated price framework anchored on the TNAC trajectory.

Method
Walk-forward calibration
The framework calibrates on quarterly history. For each historical quarter we estimate a TNAC sensitivity (how much the price moves with the surplus) and curve and participation slopes (how contango and open interest shift the level around the anchor). Calibration is walk-forward: every historical quarter uses only the data that was actually observable at the time, so today's coefficients carry no hindsight bias.
Daily
UNDER / OVER / FAIR
The fair value itself refreshes daily. The TNAC anchor moves with the reform model (weekly, plus ad-hoc on bigger policy events); contango of the futures curve, positioning, open interest and macro signals fold in fresh every session. Slow-moving fundamentals and fast-moving market state combine into one number per day, with an explicit error band around it. The output is a daily fair value for the December front contract and a UNDER / OVER / FAIR signal. Thresholds are deliberately asymmetric (tighter on the buy side, wider on the sell side, set to the empirical noise of each direction), and the signal horizon and cooldown are both 63 trading days, so trades sit one quarter at a time with no overlap.
Track record
18 of 25 quarterly calls (72%)
The signal earns its place on the desk. On a walk-forward basis since 2020 (every call made only on data observable at the time, no hindsight) the UNDER / OVER signal has been right on 18 of 25 quarterly calls (72%, Wilson 95% CI 52–86%), each one a directional, threshold-gated bet held a full quarter. That is the headline number a client trades against.

The 2026–2028 window is the densest reform calendar in EU ETS history. The Commission's MSR proposal, the comprehensive climate package, the €30bn investment booster, the CBAM phase-in, the benchmark delegated act for the 2026–2030 values: each one shifts the balance materially, often by tens of Mt.
Seeing the policy first lets you react. Quantifying it first (turning a reform into a balance, then a fair value, before the market has repriced) lets you act. That is the difference between trading the move and setting the level it moves to.
