EU ETS in the Council: hand the climate camp every state it could possibly win, Germany and France included, and it still cannot carry a vote. A Council text needs 65% of the population and 15 of 27 states, on the Council's 2026 figures. Eight states led by Italy and Poland oppose the tabled cut. That's 37% of the population, over the 35% you need to block.
